What Is Mill and Overlay?

Mill and overlay is a resurfacing process for pavement whose upper layer is worn while the supporting structure remains suitable. A milling machine removes a measured depth of old asphalt, creating room for a new layer without raising the finished surface above curbs, drains, entrances, or adjoining concrete. Crews then clean and repair the milled area before placing and compacting the overlay. The process can correct surface irregularities, improve transitions, and renew large parking lots or roadways with less demolition than full reconstruction. It is not the right answer for every site; widespread base failure or drainage problems may require deeper corrective work first.
